Helm Issues Clarification on Small Games Bill for Nonprofit Organizations
HARRISBURG – State Rep. Sue Helm (R-Dauphin/Lebanon) today issued a statement of clarification regarding
House Bill 290, which would allow nonprofit organizations to conduct online sales for small games of chance during the COVID-19 Emergency Declaration. The House Gaming Oversight Committee, chaired by Helm, today passed the bill with an amendment that prohibits the use of credit cards, but allows the use of mobile payment applications such as PayPal, Venmo and CashApp.
Helm issued the following statement:
“I have heard from many people who are concerned that these mobile payment applications do not allow transactions for small games of chance. A lot of the confusion stems from the fact that mobile payment applications may not be used for unlawful gambling. So long as the transactions are legal, which these small games of chance are, this should not be an issue.
“While there are other factors at play in the mobile payment application company’s deciding to allow or prohibit these transactions, we are working through these issues to ensure that our volunteer fire departments and nonprofit organizations have options for continued success.
“My colleagues and I will take every possible opportunity to support our volunteer fire departments and nonprofit organizations in their alternative fundraising efforts during these difficult economic times. They are there for us in our most desperate times, and we will be there for them in theirs.”
