Mustello Votes ‘Yes’ on 2022-23 State Budget
HARRISBURG – Rep. Marci Mustello (R-Butler) is standing up for taxpayers by voting in favor of the 2022-23 state budget. This is a $42.8 billion budget, which is a 2.9% increase over last year. After the vote, Mustello made the following comments:
“This is a responsible budget which has bipartisan support. This budget includes no new taxes.
“We must use funding wisely so we can invest in our communities without sacrificing our future. We deposited $2.1 billion into the Rainy Day Fund, bringing the total to $5 billion, as well as preserving $3.6 billion in the General Fund for future budgets.
“Butler County is blessed to have outstanding school districts and a community college. In order to keep them running at peak efficiency and to give students the best education possible, we must do our best to fully fund schools. This budget supports educational opportunities for children whether they attend a traditional public school, public charter school or a private/parochial school.
“As a member of the House Agriculture and Rural Affairs Committee and the local Butler County Farm Bureau, I was happy to see this budget supports agriculture. Pennsylvania’s poultry farmers are suffering an overwhelming blow this year through a new outbreak of avian flu. We are committing $31 million to support affected farmers and the industry. In addition, the budget adds for various agricultural and hardwoods research, agricultural marketing and makes significant funding to combat spotted lanternfly.
"We must enhance our economy. Pennsylvania’s current Corporate Net Income Tax rate (CNIT) – the second highest in the country – has been punitive and a giant stop sign to businesses looking to come to Pennsylvania. This budget will provide a cut to the CNIT, reducing it from 9.99% to 8.99% next year. It further provides for an additional 0.05% reduction each subsequent year until the rate reaches 4.99%.
“Our emergency medical service (EMS) companies across the state are struggling financially. This budget increases funding to help meet their needs. It includes funds to increase Medicaid reimbursement rates for basic life support, advanced life support and mileage per mile.
“Recognizing the strain our nursing homes are under, funding is increased to provide for a $35/day increase in the Medicaid reimbursement rates effective in January. In addition, the budget increases the supplemental grant for personal care home and domiciliary care residents, and the PACE and PACENET programs are preserved to keep life-saving prescription drugs affordable.”
