Governor Signs Three Gingrich Bills
HARRISBURG – At a bill signing ceremony at the Capitol on Tuesday, Gov. Tom Wolf signed three bills sponsored by Rep. Mauree Gingrich (R-Lebanon).
In addition to signing Act 26 into law – Gingrich’s legislation to prepare high school students with disabilities for the workforce – the governor also signed her bill to require residential real estate transactions to include disclosures concerning the existence of storm water facilities on the property and identify who would be responsible for maintaining them. Act 6 would also require the disclosure of any sinkholes on the property.
“Disclosure statements are required as a condition of most residential real estate transfers, but my bill will ensure that the statements include the location and condition of defined storm water facilities, as well as a statement disclosing whether the ongoing maintenance of the facilities is the responsibility of the purchaser,” Gingrich said. “The sinkhole disclosure is of particular importance throughout many parts of Pennsylvania and here in Lebanon County.”
The governor also signed Act 51, which will bring the First Class Township Code into conformity with similar changes made to the Borough Code and the Third Class City Code, as well as the changes proposed for the Second Class Township Code. The legislation is part of the overall updating of municipal codes to clarify the laws and make them consistent with one another.
Gingrich, who serves on the Pennsylvania Local Government Commission, is credited with working with the commission and sponsoring the bills that modified and recodified the Third Class City Code in 2014 and the Borough Code in 2012. The bills removed obsolete language, consolidated common subjects and updated the roles and responsibilities of city officials, city employees, contractors and other key personnel.
“The goal of this legislation was to make the municipal codes easier to understand and use and I believe we achieved that,” said Gingrich. “This week, I was pleased to have the opportunity to stand with my partners in this effort and witness our bill being signed.”
