Speaker Applauds Senate Vote to Keep Good Teachers
HARRISBURG – Speaker of the House Mike Turzai (R-Allegheny) issued the following statement today in response to the Pennsylvania Senate sending
House Bill 805 to the governor’s desk for signature. The law ends the practice of seniority-based layoffs that are dismissals caused by a reduction in force and, by law, must be conducted in order of inverse seniority. The last teacher hired had been the first person fired, regardless of his or her impact on students.
“Seniority-based layoffs are not fair,” said Turzai. “School districts should have the ability to manage layoffs based on school performance factors.
“A teacher’s effectiveness should be taken in account under these circumstances. This bill makes a simple but commonsense and fair change in management of our schools.
“We urge the governor to sign the bill.”
