Ordinances Involving Off-Campus Living in College Towns Featured on Harper’s September Legislative Report Program
8/31/2015
HARRISBURG – Should college towns be permitted to establish zoning ordinances that limit where students can live? A discussion of that question is the focus of the September edition of Rep. Kate Harper’s (R-Montgomery) Legislative Report television program.

The program features footage of a public hearing held by the House Local Government Committee, which Harper chairs, to gather testimony on House Bill 809, which would preempt any municipal ordinance that prohibits the occupation of a rental property based on the person’s matriculation status or the number of unrelated persons sharing the unit. The hearing was held in West Chester, Chester County.

The program includes testimony by Rep. Sue Helm (R-Dauphin/Lebanon), prime sponsor of the bill; Scott Zelov, Lower Merion Township commissioner; Rita Dallago, executive director of the Pennsylvania Residential Owners Association, which represents the interests of landlords, apartment owners and real estate investors across Pennsylvania; and West Chester Borough Mayor Carolyn Comitta.

The 30-minute program airs as follows:

• Comcast Cable On Demand.
• Colonial School District, Comcast Channel 28 and Verizon Channel 28 – Airs Fridays at 9:30 a.m. and 6:30 p.m.
• Plymouth Township, Comcast Channel 22 and Verizon Channel 43 – Airs daily at 2 a.m., 5 a.m., 8 a.m., 11 a.m., 2 p.m., 5 p.m., 8 p.m. and 11 p.m.
