HARRISBURG – Legislation by Rep. Seth Grove (R-York) to re-establish statewide uniformity in workplace policies was approved by the House Labor and Industry Committee on Monday.
“For decades, labor policy has been set forth at the state level. This led to a predictable economic environment and uniform workplace policies across the Commonwealth,” Grove said. “Of late, however, local governments have adopted local ordinances, creating a patchwork system of policy throughout the state.”
Current polices often lead to confusion for employers who have businesses across Pennsylvania. These local ordinances are also often in conflict with established state law. Additionally, these local mandates raise the cost of compliance inside the municipality. This cost increase harms businesses operating separate locations in and outside the municipality as they comply with separate policies concerning the same topic.
These local ordinances also lead to unpredictability for the state’s revenue, which has a direct impact on how legislators formulate Pennsylvania’s yearly budgets.
To re-establish an even playing field for all business across the state, Grove’s
House Bill 861 would preempt local governments from passing labor policies which impact private businesses and their employees.
“This hodgepodge policy system created confusion for employers and could lead many to leave municipalities which added these costly local mandates,” Grove said. “Re-establishing uniformity in workplace policy leaves employers no doubt on laws in Pennsylvania. More than two dozen states already have some sort of preemptive laws on the books.”
House Bill 861 now goes to the full House for consideration.
