House Passes Toohil’s Victims-Related Legislation

Legislation sponsored by Rep. Tarah Toohil (R-Luzerne) that would strengthen criminal investigations into sexual abuse passed unanimously in the House of Representatives today. Toohil’s proposal would specify that no past or future confidentiality agreements can prohibit an individual from communicating with law enforcement at any time. Rep. Toohil said her bill will help to ensure that nondisclosure agreements or similar contracts cannot be used to silence abuse victims and prevent them from speaking out or cooperating with a law enforcement investigation. House Bill 1171 now moves to the Senate for consideration.
