HARRISBURG – Speaker of the House of Representatives Mike Turzai (R-Allegheny) applauded Senate Finance Committee Chairman Scott Hutchinson and members of the committee for passing a foundational piece of the “Energize PA” package, House Bill 1100, sponsored by Rep. Aaron Kaufer (R-Luzerne). This legislation, which passed the House of Representatives on Sept. 19 by a vote of 139-46, maintained its bipartisan support by passing out of the Senate Finance Committee yesterday by a vote of 7-3.

Kaufer’s House Bill 1100 mirrors the existing Pennsylvania Resource Manufacturing tax credit that was signed into law as Act 52 of 2013. The existing tax credit contributed to the construction of the Shell petrochemical plant which is being built on a brownfield site in Beaver County, arguably the largest construction project in North America at this time. Nearly 6,500 skilled tradespersons are at work building the facility.

The Kaufer tax credit proposal can be used by a manufacturer to produce urea, methanol and ammonia, products that can be used in agriculture. To be eligible for the tax credit, the large manufacturer would first have to make a capital investment of at least $1 billion and have created at least 1,000 “full-time” jobs during the construction of the facility.

The bill now goes to the full Senate for consideration.
