Fritz Introduces Legislation Aimed at Improving How Construction Projects are Designed and Completed

HARRISBURG—In response to release of the House Transportation and Infrastructure Task Force’s report findings and recommendations during a press conference held today in the Capitol, Rep. Jonathan Fritz (R-Susquehanna/Wayne) announced that he will be introducing legislation, House Bill 2063, which would authorize PennDOT to increase its use of “design-build” as a construction project delivery system.

Design-build involves contracting with a single entity to do the design and construction aspects of a project. The design-build system minimizes the project risk for the Commonwealth and improves the project delivery time by overlapping the design phase and construction phase of a project.

“My legislation would compel PennDOT to increase use of contract work as well as deploy the design-build model for construction projects,” said Fritz. “Through this design-build model, we ultimately decrease project risk, shed light on project efficiencies and enhance end product quality.”

This bill would allow PennDOT to contract with a private firm to design and build a project based on requirements established by PennDOT. After the project is completed, PennDOT would operate and maintain the facility. The bill also would permit municipalities to create design-build pavement management systems in order to manage a city’s or borough’s entire road system. Such a contract would be adjusted annually for available revenues.

The task force, headed by Rep. Martina White (R-Philadelphia), was formed in July by Majority Leader Bryan Cutler (R-Lancaster), who selected 10 House Republican members based on their experience on the Appropriations and Transportation committees. The members also represented diverse regions of the state.
