HARRISBURG – Rep. Stephen Barrar (R-Chester/Delaware), majority chairman of the House Veterans Affairs and Emergency Services Committee, held a voting meeting Tuesday and advanced legislation to help veterans and their families make a smooth adjustment to civilian life after their military service. The committee also approved a bill to establish a 911 Day of Remembrance and a resolution recognizing September 2020 as “Military Service-Related Post-Traumatic Stress Injury Awareness Month” in Pennsylvania.
House Bill 2022 would establish the Veterans’ Peer Outreach and Support Network to improve the health and wellbeing of veterans and their families in communities across the Commonwealth who are transitioning from military service to civilian life and may be struggling with employment, physical or mental health issues and other matters.
House Bill 2100 would make Pennsylvania only the second state in the country to designate a 911 Remembrance Day, allowing for a moment of silence in public schools and at public meetings throughout the Commonwealth every Sept. 11. The observance would honor the lives lost in the Sept. 11, 2001, terrorist attacks and the many first responders who assisted in the rescue and recovery efforts. The bill models legislation passed recently in New York.
House Resolution 949 would designate September 2020 as Post-Traumatic Stress Injury Month in Pennsylvania, in recognition of the horrors of war and the effect post-traumatic stress injuries can have on a veteran’s emotional, social, physical, spiritual and family life.
The bills passed unanimously and now go to the full House for consideration.
