Measure proposes constitutional amendment requiring legislative input on extended emergency declarations
HARRISBURG - Rep. Chris Quinn (R-Delaware) released the following statement on House passage of House Bill 55:

“This proposed amendment is about ensuring the people of the Commonwealth through their elected representatives have their voices heard on the duration of an emergency declaration. The constitution currently grants a governor unchecked and nearly unlimited powers during an emergency.

“The current declaration, which will have been in effect for 360 days when the current order expires next month, has had a far-reaching impact on the lives and livelihoods of millions of Pennsylvanians. The proposed amendment would afford a governor to swiftly respond to emergencies during a 21-day period but also restore balance to this aspect of state government. I am proud to have voted for this common-sense measure, and I look forward to its approval by voters in referendum.”
