HARRISBURG – In an effort to improve the quality and longevity of road repairs in the 120th District and across the state, Rep. Aaron Kaufer (R-Luzerne) recently introduced
House Resolution 1003, which urges the Department of Transportation (PennDOT) to conduct a study of the specifications and materials used in department-approved concrete and asphalt projects.
“When a road you regularly travel is in desperate need of repairs and you learn that it’s going to be fixed – that is usually taken as a sign of good news,” Kaufer explained. “Now imagine the road is fixed, and roughly a year later the surface on the road has failed, it is pitted and is once again a sight for sore eyes. This scenario is the frustrating, unacceptable reality with several construction projects recently undertaken in 120th District, and I am working to make it right.”
Kaufer’s resolution asks PennDOT to use its Master Services Agreement with Penn State University to investigate questions like, what is causing the issue, are the proper materials being used, would there be implications to including additives and more.
“Albert Einstein’s definition of insanity is doing the same thing over and over again and expecting different results,” Kaufer said. “We cannot continue to keep spending money to fix necessary road projects and not using the proper materials to do so. It’s a waste of money and it’s a poor reflection of the work this important agency conducts.”
The study will ideally include short- and long-term remedial actions that can stop pavement failure, information on what other states with similar climates and geography are using to fix their roads, and recommendations for future projects so PennDOT can provide a better quality product, while lowering costs by eliminating short-term remedial actions.
Kaufer’s resolution was approved by the House Transportation Committee on Monday.
