HARRISBURG – The state House Judiciary Committee approved a package of bills including legislation authored by Rep. Meghan Schroeder (R-Bucks), to allow expert testimony to demonstrate the effects of a victim of sexual or domestic violence.

House Bill 580 would allow experts to testify on the dynamics of victim behavior and expand the list of offenses where an expert may testify about the dynamics of sexual and domestic violence. The legislation would amend Section 5920 of Title 42 to include existing offenses and the creation of new offenses such as human trafficking.

“With expert testimony, jurors would better understand the complexities of victim behavior and the actions, patterns and usual behaviors associated with sexual and domestic assault,” Schroeder said. “Sadly, sexual and domestic violence crimes are hidden in secrecy as victims are groomed to keep quiet. This legislation will help ensure we are uncovering these crimes and standing up for victims."

The legislation is now to be considered by the entire House.
