HARRISBURG – On Tuesday, legislation introduced by Rep. Stephanie Borowicz (R-Centre/Clinton) that would ban abortions when the heartbeat of an unborn baby is detected (House Bill 904) was approved 15-10 by the House Health Committee.

“As a second-term state lawmaker, wife and mother blessed with three amazing sons, I am proud to be the sponsor of the strongest and most impactful pro-life legislation to ever move forward in the history of this Commonwealth,” said Borowicz. “The moment you hear a baby’s heartbeat everything changes. Under my legislation, if there is a heartbeat detected, no abortion can be performed, and another innocent child is guaranteed the fundamental right to be born.”

House Bill 904 would require all physicians to determine if there is a heartbeat before performing an abortion and immediately stop the procedure if the unborn child’s heartbeat is detected. A baby’s heartbeat typically can be detected as little as six to eight weeks into a pregnancy, and the latest science confirms that more than 90% of all pregnancies are viable when the heartbeat is detected.

The House Health Committee, on which Borowicz serves as a member, maintains legislative oversight over policies impacting abortion, abortion facilities and teen pregnancies.

House Bill 904 now moves to the full House for consideration. If enacted, Pennsylvania would become one of 11 states in recent years to ban abortion when or before the baby’s heartbeat can be detected. Other states include Georgia, Iowa, Kentucky, Mississippi, Missouri, North Dakota, Ohio, Tennessee, and most recently, South Carolina and Texas.

“Whether the governor vetoes this legislation is irrelevant,” said Borowicz. “Ultimately, I am fully accountable to Almighty God, the Author of Life, who’s word proclaims that he knew us before we were knitted together in our mother’s womb. Advancing House Bill 904 is all about raising awareness of the value of all human life and potentially driving another legislative dagger through the heart of Roe vs. Wade which has made possible the murder of more than 61 million innocent babies since 1973.”
