House Resolution 106 by House Majority Leader Kerry Benninghoff (R-Centre/Mifflin) to end destructive portions of Gov. Tom Wolf’s emergency disaster declaration relating to COVID-19 was approved by the House State Government Committee today. Its chairman, Rep. Seth Grove (R-Dover) issued the following statement:
“On May 18, the people of Pennsylvania spoke and returned to the General Assembly its powers stripped away during the emergency declaration. We have long advocated for a seat at the negotiation table as the governor unilaterally ruled the Commonwealth by edict.
“Today, the House State Government Committee took the first step in following the voters’ mandate to end the declaration, which has been in place for more than a year, when it approved House Resolution 106 to sensibly return Pennsylvania to a true normal and finally begin to rebuild our broken economy. Other states, such as Florida, have been able to responsibly end their state of emergency declarations while also continuing to receive federal funding. I believe Pennsylvania is poised to do the same.”
House Resolution 106 would terminate the administration’s ability to use the COVID-19 emergency disaster declaration to participate in no-bid, single-source contracting; reestablish work search requirements waived by the Department of Labor and Industry; and end the ability of the governor to use the emergency disaster declaration to dictate occupancy limits, business closures and stay-at-home orders. It now goes to the full House for consideration.
