HARRISBURG – Legislation to ban horrific “dismemberment abortions” was approved with bipartisan support, by a 132-65 vote, today in the House of Representatives, reports state Rep. Seth Grove (R-York). The legislation,
House Bill 1948, is sponsored by state Rep. Kathy Rapp (R-Warren/Forest/Crawford) and would ban the use of dismemberment abortions, which is defined as: the act of knowingly and purposefully causing death of an unborn child by means of dismembering the unborn child and extracting the unborn child one piece at a time from the uterus through the use of clamps, grasping forceps, tongs, scissors or similar instruments. The legislation now heads to the Senate for consideration.
Grove issued the following statement following the passage of House Bill 1948:
“Today, the House took steps to ban the truly inhumane practice of dismemberment abortions. These procedures are truly horrific and are an affront to human decency. As there is a growing amount of scientific evidence to suggest that fetuses feel pain beginning at 20 weeks of gestation. Abortions performed after 20 weeks also increases the likelihood of increased health complications for the mother. This legislation would provide protections to those who do not have a voice to speak for themselves—the unborn. Moreover, it is morally unconscionable to allow this practice to continue, when we know that the baby is capable of feeling pain. House Bill 1948 protects the sanctity of life, I am thankful my colleagues supported this important measure.”
