BRIDGEVILLE – As part of the Fiscal Year 2021-22 state budget package, a proposal championed by Rep. Jason Ortitay (R-Washington/Allegheny) to bring accountability and transparency to the Commonwealth’s tax credit and tax benefit programs was included in the tax code.

“While tax credit and tax benefit programs have grown in popularity and have assisted many people and communities, we must make sure systems are in place to ensure funds are used for their intended purposes,” Ortitay said. “A 2019 grand jury that investigated a sophisticated scam to steal $10 million in tax credits recommended additional controls and uniformity to prevent future fraud. This is taxpayer money that needs to be disbursed and expended properly.”

As part of House Bill 952, the tax credit and tax benefits programs would be strengthened by providing administering state agencies more guidance on reviewing applications, requiring registration of tax credit brokers, creating appeal rights for applicants and requiring the filing of annual tax credit reports.

These proposed changes were first introduced by Ortitay in House Bill 1303, which was sent to the full House in May by the House Finance Committee.

House Bill 952 is now before the governor of his signature.

The 46th Legislative District includes Collier and South Fayette townships and Bridgeville, Heidelberg, McDonald and Oakdale boroughs in Allegheny County. It also encompasses Canton, Cecil, Mt. Pleasant, Robinson and Smith townships and Burgettstown, McDonald and Midway boroughs in Washington County.
