HARRISBURG – In a bipartisan vote, legislation authored by Sen. Don White (R-Armstrong, Butler, Indiana and Westmoreland counties) aimed at protecting family-sustaining jobs is headed to the desk of Gov. Tom Wolf for signature, Majority Leader Dave Reed (R-Indiana County) announced today.

Responding to issues and concerns at the federal level, Senate Bill 1195 updates the compliance timelines in what is called the “Clean Power Plan,” the Obama Administration’s program of sweeping and costly requirements for electric power generators.

The legislation would extend, from 100 days to 180 days, the amount of time the General Assembly would have to review Pennsylvania’s plan to comply with the Federal Clean Power Plan before submission to the Environmental Protection Agency, which is slated for September 2016.

Senate Bill 1195 passed by a vote of 147-41 in the House and 38-11 in the Senate.

Reed made the following statement:

“At a time when our energy industries and job creators are facing huge economic pressures, we can’t just allow government to mandate new and costly requirements without proper review. And that is what this bill does; it allows proper time for the General Assembly to review any proposed changes due to the federal law.

“Unfortunately, it seems to be forgotten that Pennsylvania already has a renewable energy portfolio requirement, which has resulted in measurable emissions reductions of pollutants. Regardless, we will work with the governor, Senate and others to address any new Pennsylvania plan which aims to fit the Commonwealth’s unique economic and energy needs.

“Pennsylvania has invested billions of dollars harvesting our energy resources in an environmentally responsible manner. The Obama Administration has far too many times overstepped its boundaries, and this measure protects the jobs of our miners, truck drivers, plant workers, and other energy-related jobs, while ensuring the continued protection of our natural resources.

“We look forward to Gov. Wolf’s signature on the bill.”
