HARRISBURG – Legislation authored by state Rep. Kristin Phillips-Hill (R-York Township) that would accelerate the process veterans, military members and their spouses must follow when attempting to maintain state teaching certification due to frequent moves has been passed unanimously by the state House. The bill may now be taken up by the state Senate.

House Bill 2078 is the product of a simple conversation I had with a woman who was frustrated by an issue and asked for help,” said Phillips-Hill. “She is the wife of a retired United States Marine Corps member, and her husband’s military commitment required a move out of state. She is having difficulty trying to resume a teaching career here after being certified to teach in the state where they lived.”
House Bill 2078 would expedite processing of completed applications for permanent teaching certification by the Pennsylvania Department of Education (PDE) for the following individuals:
• Member of the United States Armed Forces, including a reserve component or National Guard
• Veteran
• Spouse of a member of the United States Armed Forces
• Spouse of a veteran
“Fees associated with re-certification would also be reduced under House Bill 2078, which brought to light a problem our Department of Education was not aware of previously,” Phillips-Hill added. “This legislation becoming law will allow qualified teachers to more quickly resume active certification in Pennsylvania and be a welcome benefit to the students who they will teach.”
