HARRISBURG – Two pieces of legislation authored by state Rep. Lynda Culver (R-Northumberland/Snyder) that would free up barber and cosmetology students to accomplish part of their course of instruction away from the classroom have been signed into law by Gov. Tom Wolf.
“In many cases, the COVID-19 pandemic taught us the need for flexibility in many aspects of our lives,” said Culver. “Through it all, we still had students learning valuable trade skills but found out there are portions of their coursework that didn’t necessarily require them to be in a conventional classroom setting.”
Culver’s
House Bill 1182 (now
Act 76 of 2021) will allow students in barbers schools across the Commonwealth the ability to engage with their instructors remotely for the theory-based portion of the curriculum. Her
House Bill 1183 (now
Act 77 of 2021) will permit the same level of flexibility for students in cosmetology schools.
“In both cases, ‘hands-on’ learning is essential and obviously can’t be avoided when pursuing a career as a barber or cosmetologist,” Culver added. “My legislation allows up to 50% of the theory portion of the program in both areas of study to be administered through online and/or other remote instruction.”
