HARRISBURG – A bipartisan effort to protect civic-minded volunteers, led by state Rep. Jim Struzzi (R-Indiana), is advancing through the legislative process with Wednesday’s unanimous vote by the House Tourism and Recreational Development Committee.
House Bill 1694 may now be taken up by the full House.
“Pennsylvania is rich in recreational opportunities, as well as people who not only enjoy them but show their appreciation by taking on the responsibility of maintaining them,” Struzzi said. “House Bill 1694 would safeguard these public servants in their efforts by providing them with the same protections that the landowners on whose property they’re working enjoy.”
Under current law, landowners who make portions of their property available to the public for recreational purposes are protected from litigation under limited liability. House Bill 1694 would extend that same level of security to volunteers and volunteer organizations.
“This bill becoming law would hopefully encourage even more volunteer participation by removing what some potential good stewards may consider a barrier when it comes to getting more involved in their community,” added Struzzi. “These outdoor venues don’t take care of themselves, and we need to assure community-minded organizations that they have protection should accidents happen when they are performing what they believe to be their civic duty.”
Struzzi is one of four prime co-sponsors on the bill, to which members of the committee took notice.
“I’m proud to have Rep. Martina White (R-Philadelphia), who also serves as majority caucus secretary, along with Reps. Mike Driscoll (D-Philadelphia) and Perry Warren (D-Bucks) helping me usher this legislation through the General Assembly,” said Struzzi. “I’ve heard this described as a ‘good bill’ by members on both sides of the aisle, including some today in committee, and we already have bipartisan co-sponsors.”
“Working together, I know we can get this to Gov. Tom Wolf’s desk for his signature.”
