HARRISBURG – Rep. David Millard (R-Berwick) today announced that his legislation to update the state’s restrictions on all-terrain vehicles (ATVs) for youth riders passed the House with overwhelming, bipartisan support.
Currently, persons ages 8 and 9 are limited to riding ATVs with an engine displacement of 70cc or less.
House Bill 1703 would update the outdated restriction by limiting all youth riders to the age recommendation placed by the manufacturer, which is based on speed capacity rather than displacement.
Millard’s legislation is based on model legislation from the Specialty Vehicle Institute of America and reflects federal consumer safety rules.
Earlier this year, the bill gained unanimous support from the House Tourism and Recreational Development Committee. House Bill 1703 can now be taken up by the Senate for consideration.
