HARRISBURG – Bipartisan legislation authored by state Rep. Jim Struzzi (R-Indiana) that would address the post-pandemic employment landscape has been passed unanimously by the House Education Committee and may now be considered by the full House.
“COVID-19’s impact on Pennsylvania’s job force has been devastating, especially in the area of small businesses and skilled industries,” Struzzi said. “I appreciate the committee’s unanimous support and I am honored to carry this forward. Dedicating additional funding to help these individuals get back to work really fits the definition of an investment, and I’m glad to see my bill progress in legislative process.”
House Bill 1728 would establish a $12 million Recovery Fund for Adult Education providers to meet the increased need to upskill working-age adults for the post-COVID workforce. Eligible adult basic education providers would need to apply for competitive grants of up to $500,000 with a priority being given to digital literacy, career services, workforce/adult basic education partnerships and tuition assistance.
“For many people who could benefit from this program, the job market may have changed significantly since they first entered it,” added Struzzi. “This legislation can give people and families hope while helping address our workforce crisis. If we are to return to anywhere close to pre-COVID 19 status economically, allocating this education funding will play a key role.”
