HARRISBURG — Rep. Kathy Rapp (R-Warren/Crawford/Forest) issued the following statement regarding today’s House vote to advance a supplemental spending plan (House Bill 1801) to close out the 2015-16 state budget without tax increases and restore funding to agriculture, local schools, hospitals, state prisons and universities that were line-item vetoed by Gov. Tom Wolf on Dec. 29.
“Today’s vote is the fourth time in less than one year that the Legislature has given the governor an opportunity to sign a balanced, fiscally responsible state budget that fully funds public education and other core government functions while respecting hard-working Pennsylvania taxpayers.
“Also for the fourth time, the most important question that remains is whether the governor will finally clean up the mess he has made with his previous $6 billion veto that punitively targets our students, family farms, correctional officers and so many other vital programs and services benefitting our most vulnerable citizens.
“It is absolutely unconscionable for this governor to continue to hold billions of dollars hostage from our schools and health services to be used as leverage for his massive $3.7 billion in retroactive, unaffordable tax increases.
“Veto, partial veto or otherwise, we cannot responsibly begin to consider next year’s budget until we close the books on this year’s spending plan.”
