HARRISBURG – Rep. Joshua D. Kail (R-Beaver/Washington) joined a majority in the state House Tuesday to advance proposed constitutional amendments that would address the balance of power and elections in the Commonwealth.
“Pennsylvanians are angry, and they have made it known that these issues mean the most to them,” Kail said. “We must restore faith in our elections and eliminate government intrusion into everyone’s lives.”
In order to uphold the integrity of each vote cast, one proposed constitutional amendment outlined in
Senate Bill 106 would require voters to present identification each time they cast a ballot. A second election-related amendment would initiate an auditing process to confirm the accuracy of election results.
Two additional constitutional amendment proposal seek to reinstate the balance of power between the legislative and executive branches of state government. One would limit executive orders to 21 days unless extended by the General Assembly while the other would allow for legislative disapproval of regulations without endorsement by the governor.
“Time and time again, we have seen the executive branch overstep its authority and it must stop,” Kail said. “No matter the issue at hand, each branch of government must adhere to the guidelines laid out in the Constitution.”
The final constitutional amendment would allow gubernatorial candidates to select their running mates in the same manner that presidential candidates select their vice presidential running mates. As of this moment, Pennsylvania’s lieutenant governors are elected independently.
In order to implement these proposed constitutional amendments, they will need to be passed in identical form in two consecutive legislative sessions. They would then be placed on the ballot for voters to have the final say.
