HARRISBURG – Legislation to end penalizing students through scholarship displacement among higher education has been passed today by the state House, said Rep. Todd Polinchock (R-Bucks), who authored the measure.
“We need to put an end to punishing students who achieve excellence and seek private scholarships. Students and their parents deserve to lock in a student’s financial aid award from the very beginning despite additional scholarships,” said Polinchock. “The rising price of colleges and universities makes this practice even more discouraging for our students who wish to seek higher education. Our children should be given every opportunity to succeed and not be penalized for their hard work.”
House Bill 2255 prevents scholarship displacement from a Pennsylvania college or university if a student receives a scholarship from a private entity. Scholarship displacement occurs when a student’s awarded financial aid from a private entity is subtracted from the college or university’s original scholarship offer.
House Bill 2255 now heads to the state Senate for consideration.
