HARRISBURG – Legislation that would correct a discrepancy in the licensing fee for a limited distillery and a distillery of historical significance was approved by the House this week, according to the bill’s author, Rep. Mike Regan (R-York/Cumberland). The House vote was unanimous.
“Distilleries in parts of the Commonwealth add a great deal to the economy, and with this bill, I am seeking to level the field for those companies with a limited scope and those who have an historical significance to Pennsylvania,” said Regan. “Some of these businesses date back to post-Revolutionary War days and, as such, are a part of our rich history.”
Regan said a limited distillery is only required to pay a licensing fee of $1,500, while a distillery of historical significance has to pay $5,400.
House Bill 941 would reduce the one-time licensing fee for a distillery of historical significance from $5,400 to $1,200.
In addition, discrepancy exists in production between limited and historical distilleries. A limited distillery may produce up to 100,000 gallons of distilled liquor each year, while a distillery of historical significance is limited to 20,000 gallons per year.
A distillery of historical significance is one that was established prior to Jan. 1, 1875.
“A lot of the historical distilleries rely on the generosity of the community, tourists and other donations to continue operating. Requiring them to pay a much higher fee while limiting their production puts them at a disadvantage,” said Regan.
The bill now goes to the Senate for consideration.
