HARRISBURG – This week, Rep. Aaron Kaufer (R-Luzerne) joined his House colleagues in unanimously passing House Bill 1164, a measure which seeks to reform Pennsylvania’s child care benefits structure, known as the “benefits cliff,” in order to help families retain temporary assistance, while allowing them to earn their way out of poverty.

After the House vote, Kaufer made the following statement:

“I am a proud co-sponsor of the legislation because I think this is one way state government can lay the groundwork to assist working families in bettering themselves. This proposal is the definition of a hand up, not a hand out.

“The reality is, we have these ‘benefits cliffs’ throughout our Human Service system at the state level that make it nearly impossible for some families to be self-reliant. By focusing on revamping the system to positively allow and encourage families to earn their way out of poverty, I believe we are taking a big step forward.”
