HARRISBURG – House Republican Leader Bryan Cutler (R-Lancaster) announced Wednesday legislation he introduced to expand access to a state program that allows patients to access certain donated life-saving medications has passed the House Health Committee with a unanimous vote.

House Bill 2363, first introduced by Cutler in 2018, would expand the number of prescription drugs eligible to be donated through the Cancer Drug Repository Program and increase patient and pharmacy participation in the program.

“I first introduced this legislation after meeting with a constituent who was looking to donate unused prescription drugs from a loved one’s cancer treatment but was ultimately turned away,” Cutler said. “Unfortunately, the limited number of donors, government regulation, and a lack of awareness relative to the existing Cancer Drug Repository Program has limited the number of available prescription drugs through the program and – most importantly – pharmacy and patient participation.”

Cutler noted as of 2023, there are 44 states that have enacted laws for donation and reuse of applicable prescription drugs. Many of these programs have reported successful results following their implementation.

“The legislation that passed the House Health Committee today would increase participation of those who can donate medication, boost the ability of patients to participate in the program, and expand the kinds of medication able to be donated and received,” Cutler stated. “Increasing participation and the availability of life-saving or maintenance medications is good for Pennsylvanians, will lower health care costs, and is in line with what many states are doing.”

House Bill 2363 now heads to the full House for consideration.
