Harrisburg, PA – Rep. Tim Twardzik (R-Schuylkill) is pleased to announce that
House Bill 1103 has been voted out of the House Commerce Committee. This important legislation, co-sponsored by Twardzik and Rep. Morgan Cephas (D-Philadelphia), is a step forward in addressing housing issues across Pennsylvania by providing consumers with greater flexibility and choice in the mortgage lending process.
“This legislation gives consumers the ability to lower their second mortgage rates in a straightforward and transparent way,” Twardzik said. “By working together, we are taking meaningful steps to improve housing affordability in Pennsylvania and give people more choices when securing a second mortgage.”
House Bill 1103 seeks to modernize the state’s mortgage laws by granting mortgage lenders the authority to charge and collect points and discount points for loans. This change allows consumers to lower their mortgage interest rates through discount points, which was previously prohibited under the Loan Interest and Protection Law (Act 6 of 1974). By repealing this restriction, the bill promotes a more competitive lending environment, benefiting consumers who wish to reduce their mortgage costs.
The legislation is now set to move to the full House for consideration.
