HARRISBURG—Today, Policy Committee Chairman David H. Rowe (R-Snyder/Union/Mifflin/Juniata) and other lawmakers held a public hearing, “Government Efficiency in Action,” highlighting real-world examples of how state government agencies can operate more effectively without expanding bureaucracy.

The hearing featured testimony from Pennsylvania State Treasurer Stacy Garrity and Pennsylvania State Treasury Policy Director Thomas Armstrong, showcasing the Treasury’s measurable successes in modernizing operations, cutting waste, and delivering better service to Pennsylvanians—all while keeping spending under control.

“A modern Treasury is one that can adapt quickly,” Garrity said. “Gone are the times of doing things just because it’s how they’ve always been done.”

Garrity’s results-driven leadership stands in stark contrast to Gov. Josh Shapiro’s proposed budget, which grows government without delivering measurable reform. Instead of bloated bureaucracy, the Treasury’s approach reflects what Pennsylvanians expect from their government: smart management, responsible spending, and tangible results.

Kristin Marcell (R-Bucks), Dane Watro (R-Luzerne/Schuylkill), Jake Banta (R-Erie), John Schlegel (R-Lebanon), Valerie Gaydos (R-Allegheny), Tim Twardzik (R-Schuylkill), Tom Jones (R-Lancaster/Lebanon), Wendy Fink (R-Red Lion), Jim Struzzi (R-Indiana), Kathy Rapp (R-Warren/Crawford/Forest), Clint Owlett (R-Tioga/Bradford), David Zimmerman (R-Lancaster/Berks), Roman Kozak (R-Beaver), Joe D’Orsie (R-Manchester), Barb Gleim (R-Cumberland), Russ Diamond (R-Lebanon), Josh Kail (R-Beaver/Washington), Robert Leadbeter (R-Columbia), Jamie Barton (R-Berks/Schuylkill), and Dallas Kephart (R-Cambria/Clearfield).

As June budget negotiations continue, Republican legislators are calling for more state agencies to follow the Treasury’s example: accountable, efficient, and committed to delivering better—not bigger—government.

“The Pennsylvania Treasury under Treasurer Garrity is doing more with less—and doing it well,” said Rowe. “This is exactly how government should work.”
