HARRISBURG – State Rep. Jim Struzzi (R-Indiana) shard today Pennsylvania’s budget impasse has ended with a bipartisan compromise which combines good public policy with prudent fiscal policy.

“Governor Shapiro introduced a budget in February that House and Senate Republicans both knew was not fiscally sound and did not include policy changes to grow our Commonwealth,” Struzzi said. “Since then, I have been leading my caucus in focusing on three main priorities: boosting our energy economy by first and foremost getting out of the Regional Greenhouse Gas Initiative (RGGI), increasing school choice opportunities, and improving government efficiency.”



As Chairman of the House Republican Appropriations Committee, Struzzi led House Republicans through this year’s budget hearings and was instrumental in creating the Pennsylvania Prosperity Plan – the House Republican plan to grow our economy.

“The number one issue that was holding back passage of our state budget was finding sustainable revenues to meet our spending needs without placing additional burdens on taxpayers,” Struzzi added. “This budget deal ends Pennsylvania’s involvement in RGGI, as well as instituting long-needed permitting reform, to unleash our energy industry and provide the growing revenues through economic growth that will enable sustainable budgets in the future.”

Struzzi also noted the budget includes many other improvements in public and fiscal policy, which will undoubtedly bring positive changes and improvements to our state.

“While this budget spends more than I would have liked, it does not require any drawdown from the Rainy Day Fund and requires agencies to use over $1.5 billion in unused funds from prior fiscal years to balance the budget,” Struzzi added. “We are also adding $50 million to the Economically Disadvantaged School (EDS) scholarship program, making reasonable changes to cyber charter school reimbursements – saving school districts money while ensuring cyber charters remain open – and implementing reasonable program integrity measures, including running death certificate data against the list of SNAP recipients.”
