HARRISBURG – Rep. Jeremy Shaffer’s (R-Allegheny) legislation that would prohibit video streaming services from playing commercial advertisements at a volume louder than the video content they accompany has been assigned to the House Communications and Technology Committee.
House Bill 2220 mirrors federal requirements in the Commercial Advertisement Loudness Mitigation (CALM) Act that apply to television broadcasters and cable operators. It should be noted that the CALM Act does not cover internet-based streaming platforms.
“I’m proud to formally introduce this bill that closes a loophole,” Shaffer said. “People shouldn’t have to reach for their remote each time an ad comes on. My bill is a commonsense measure to protect Pennsylvanians and ensure video streaming services respect viewers’ comfort by keep ads at a reasonable volume.”
Shaffer’s bill has both Republicans and Democrats co-sponsors.
“This isn’t a partisan issue,” Shaffer added. “Statistics show most Pennsylvanians, along with Americans, now rely on streaming services to watch video content. This is a commonsense bill that puts consumers first by making sure streaming platforms follow the same standards as traditional broadcasters. Pennsylvanians deserve a consistent, comfortable experience.”
