Mustello Amendments to Help Local Clubs Cover Costs, Expand Fundraising Head to Governor
October 21, 2026
HARRISBURG – Local clubs would be able to keep more of their fundraising proceeds, and community organizations could offer larger weekly prize totals under changes authored by Rep. Marci Mustello (R-Butler) included in legislation now headed to the governor.
The Senate concurred with amendments made by the Pennsylvania House of Representatives to Senate Bill 398, completing legislative action on the measure. The House previously approved the amended bill by a 201-2 vote.
“Our local clubs and community organizations do so much for their neighbors, but their ability to give back depends on keeping their own doors open,” Mustello said. “I offered these amendments to help them meet operating expenses and strengthen the fundraisers that support their work. Giving these organizations greater financial flexibility will help them continue serving our communities.”
Under Mustello’s amendments, club licensees could retain up to 50% of their small games of chance proceeds, compared with the current limit of 40%. At least 50% would remain dedicated to public interest purposes, replacing the current minimum requirement of 60%.
Mustello said the adjustment would give clubs more flexibility to pay expenses such as utilities, insurance and building maintenance while continuing to support community needs.
Her amendments also would increase the aggregate prize limit from $35,000 to $60,000 in any seven-day period, giving licensed eligible organizations additional capacity to conduct small games of chance fundraisers.
“These organizations depend on successful fundraising to sustain their missions,” Mustello said. “Increasing the prize limit gives them more room to grow those efforts, while allowing clubs to retain more of their proceeds helps cover the costs of staying open. I am pleased both chambers supported these practical changes, and I urge the governor to sign this legislation.”
