HARRISBURG—Legislation supported by Rep. John Taylor (R-Philadelphia) to add speed cameras to Roosevelt Boulevard has passed the Senate and is headed to Gov. Tom Wolf for his signature.
The bill also would allow for the use of speed cameras through active work zones on the Pennsylvania Turnpike.
“We need something innovative to change driver behavior along Roosevelt Boulevard and through work zones,” said Taylor, chairman of the House Transportation Committee. “The bill will certainly do that. This is a new tool for enforcing existing laws.”
On a daily basis 80,000 to 100,000 average daily trips are made using Roosevelt Boulevard. Approximately 11 percent of all of Philadelphia’s traffic fatalities occur on Roosevelt Boulevard, of which 31 percent involve pedestrians.
Senate Bill 172 would allow for speed cameras along Roosevelt Boulevard from Ninth Street to the Bucks County line. Philadelphia City Council must adopt an ordinance to implement the pilot program.
The legislation also would allow for cameras to be placed in active work zones protected by barriers that are equipped with either radar, a radio-microwave device or LIDAR, a light detection and ranging device that determines the speed timing of every passing vehicle.
According to PennDOT, in 2016 there were 2,075 crashes and 16 fatalities within work zones. In 2015 there were 1,935 crashes and 23 deaths.
Motorists will know about these cameras not only because the locations will be posted on the internet, but they will see at least two warning signs notifying motorists that photo speed enforcement is in use.
After a warning period, violators on Roosevelt Boulevard will receive a $150 fine.
