HARRISBURG - Legislation authored by state Rep. Kristin Phillips-Hill (R-York Township) that would reduce the overwhelming amount of regulations and red tape encountered by Pennsylvania businesses was passed Tuesday by the House State Government Committee, of which Phillips-Hill is a member.
“As a former small business owner, I am painfully aware of the bureaucratic, regulatory red tape entrepreneurs must wade through before they open their doors for business,” Phillips-Hill said. “My legislation will reduce the number of hoops through which the business community has to jump, hoops that bog down the economy and keep Pennsylvania from realizing its full potential.”
House Bill 209 creates the Independent Office of the Repealer, which would undertake a systemic review of existing regulations and statutes to identify those that need eliminated or revised and make recommendations to the General Assembly and the executive agencies.
“State government lacks the ability to evaluate the economic impact of the regulations that result from the laws it passes,” added Phillips-Hill. “House Bill 209 would fill the void by creating an independent office to gather input from the public and government agencies, as well as businesses that are impacted by potentially burdensome regulations.”
The legislation would also require two existing regulations to be eliminated for every new regulation that is created.
“Billions of dollars have been saved at the federal level using this standard,” added Phillips-Hill. “Imagine what could be done at the state level to make Pennsylvania more business friendly by promoting job growth and government efficiency.
“Most importantly, the public, educators, businesses and government entities will be able to submit their recommendations directly to the office, have them evaluated and tracked, and receive feedback on what action is being taken.
Other efforts by Phillips-Hill to reduce red tape include voting to advance House Bill 1959, legislation that would create a system which allows permit applicants to check the status of their applications online.
“If we can track packages from order to delivery, entrepreneurs should be able to similarly monitor the progress of something that impacts their livelihood and ability to conduct business,” said Phillips-Hill.
In addition, Phillips-Hill is cosponsoring
House Bill 1284, legislation advanced Monday by the House Commerce Committee that would establish a one-stop online Permitting Portal to streamline and simplify what is now a cumbersome and time-consuming process.
“The portal would further streamline a process that can be frustrating for anyone trying to start a business in Pennsylvania,” added Phillips-Hill. “We need to be encouraging, not discouraging, entrepreneurship.”
