HARRISBURG – Today, a bill drafted by Rep. James R. Santora (R-Delaware) to honor the life of a local fire chief who suffered from a stroke while on his way to a fire passed the House with unanimous support.
The bill would designate a portion of State Route 2019, also known as Garrett Road, from Burmont Road to North Lansdowne Avenue as the Deputy Chief Michael P. Morgan Memorial Highway. Morgan passed away in the line of duty on June 26, 2016, at the age of 48.
“Our communities benefited from Deputy Chief Morgan’s selflessness and bravery for decades. He served in many capacities without expectation of anything in return,” Santora said. “We should be grateful every day for his dedication to others.”
Morgan joined the Clifton Heights Fire Company as a junior member and served with the Garrettford-Drexel Hill Volunteer Fire Company for 31 years. During that time, he served on the board of directors as a lieutenant, captain and assistant chief prior to becoming deputy chief of Company No. 20. Morgan also served as a 911 dispatcher at the Delaware County Emergency Communications Center.
“I will work to move this bill as expeditiously as possible in the Senate so we can honor the life and legacy of Chief Michael Morgan, who did so much for our area,” said Sen. Tom McGarrigle (R-26).
The House also supported Santora’s legislation that would better protect small business owners by prohibiting auto manufacturers from requiring franchisee dealerships to significantly modify their facilities until at least a decade has passed since construction or the last major renovation. The prohibition would not apply if the modification is necessary to comply with a health or safety law, or technology requirement that is necessary to sell or service a vehicle.
The bill would also establish a temporary license for new vehicle dealers to allow them to conduct business for up to 60 days while the request to conduct business is considered. The change would help dealers, sales people and mechanics get to work up to two months sooner. It would also permit the sale of vehicles sooner, therefore resulting in the collection of accompanying taxes for the benefit of the state budget.
Both bills now advance to the Senate for consideration.
