HARRISBURG – Rep. Garth Everett (R-Lycoming/Union) today issued the following statement concerning final House passage of the Taxpayer Protection Act, contained in
House Bill 110:
“Standing up for the wage earners and small business owners of Pennsylvania, the House this week passed the Taxpayer Protection Act (TPA). Simply put, the TPA, if fully enacted, would limit the annual growth in the state budget to the rate of inflation, unless three-quarters of the General Assembly vote to exceed that limit.
“I supported this legislation for a number of reasons.
“First and foremost, House Bill 110 places a reasonable limit on annual spending increases and forces state government to live within its means, rather than simply continuing to grow out of control and increase taxes to pay the bill.
“Additionally, it would cause the governor to propose an annual budget that is within those limits rather than the huge increases that have been proposed by many recent governors. The result of this would be budget requests that are more closely in line with what the General Assembly is willing to appropriate, and thereby, preclude the budget impasses we have seen all too often in recent years.
“The fundamental premise of the TPA is that government should ‘live within its means’ unless a super majority of those representing the taxpayers in the General Assembly believe there is an emergency that requires spending beyond the rate of inflation. Since government seems unable to consistently control its ‘spending problem’, I believe the TPA is a reasonable restraint on the state’s addiction to ‘spending other people’s money’.”
