HARRISBURG – Members of the York County House Republican Delegation joined the clear majority of their Republican colleagues Monday in passing legislation to limit state spending to protect taxpayers from future tax increases resulting from out-of-control state spending.
Reps. Seth Grove (R-Dover), Keith Gillespie (R-Hellam), Dawn Keefer (R-Dillsburg), Kristin Phillips-Hill (R-York Township) and House Appropriations Committee Majority Chairman Stan Saylor (R-Red Lion) issued the following statement in response to the passage of
House Bill 110, also known as the Taxpayer Protection Act:
“This legislation to amend the state Constitution would protect all current taxpayers and future generations of taxpayers by limiting the annual spending growth to the annual inflation rate and the annual percentage change in the state’s population. Spending proposals above this cap would require a supermajority, which is three-fourths, vote of the General Assembly. This provision ensures taxpayers aren’t hit with unneeded tax increases brought on by uncontrolled spending while making sure they continue to receive core governmental services.
“As a delegation, we have long fought against unneeded tax increases and spending that only hurts taxpayers. While House Republicans have successfully fought Gov. Tom Wolf’s over-spending, adoption of spending caps would slow down spending and protect hard-working citizens and job-providing entrepreneurs and businesses. At least 30 states have already adopted some form of tax and/or expenditure limit to rein in spending.
“This bill has our full support and we encourage the Senate to act in a favorable manner and approve this important piece of legislation. Since House Bill 110 would amend the state Constitution, it will have to be passed twice by the General Assembly in consecutive legislative sessions, and then approved by voters during a referendum.”
