WHAT:    The House Appropriations Committee, chaired by Rep. Stan Saylor (R-York), will hold a hearing on special funds under the purview of the Department of Transportation. The hearing will focus on the expenditures of these funds and the account balances. 

WHY:    During 2017-18 budget negotiations, many questions were raised about fund balances in various special funds throughout the state agencies. A special fund is a fund into which revenues raised from special sources named by law are deposited.  Such revenue can be spent only for purposes prescribed by statute and for which the revenues were collected. The goal of the hearing is to ensure transparency within these funds so that the people of Pennsylvania can be confident that their tax dollars are being spent wisely. Among the special funds to be discussed at the hearing are the Public Transportation Fund, Multimodal Fund and Highway Beautification Fund.
