HARRISBURG – The state House today unanimously passed legislation authored by state Rep. Kristin Phillips-Hill (R-York Township) that would update and upgrade Pennsylvania law to help prevent, eliminate and punish the use of fraudulent credit/debit card devices.
“I’d like to thank my House colleagues for advancing the bill less than a month after we introduced it at a news conference in Harrisburg,” said Phillips-Hill. “With co-sponsors on both sides of the aisle and from all four corners of the Commonwealth, it’s obvious this is a statewide issue. I’m hoping we can soon move the legislation through the Senate and onto Gov. Tom Wolf’s desk.”
House Bill 1918 would make it illegal to use or possess any device capable of accessing information encoded on the computer chip, magnetic strip or stripe, or other storage mechanism of a payment card. Current cases are prosecuted under theft and identity theft statutes.
“People who question the need for this legislation are shocked to find it’s perfectly legal to own one of these skimming devices, which have no purpose other than to steal personal information and use it for conducting illegal transactions,” Phillips-Hill added. “We’re simply closing a loophole that contributes to the excessive number of identity theft cases that exist statewide.”
