HARRISBURG – To keep a watchful eye on health care costs in the Commonwealth, State Rep. Bryan Cutler (R-Peach Bottom) drafted legislation that would reauthorize and modernize the Pennsylvania Health Care Cost Containment Council (PH4C). The bill unanimously passed the House today.
“During the time I worked in the health care industry before becoming a state representative, the need to monitor cost trends quickly became obvious,” Cutler said. “That information can then be used to guide public policy decisions so patients receive the best health outcomes in the most cost effective manner.”
PH4C has been authorized in the past few years through an executive order from Gov. Tom Wolf. In re-establishing the council, its composition would remain the same with the addition of a majority and minority member from both the House and the Senate for a total of four more council members, per an amendment made to the bill.
The council would be responsible for submitting annual reports to the General Assembly on regional health care trends and the rate of health insurance premium increases, as well as quality and effectiveness of health care and access to health care. It would also make recommendations for further health care cost containment legislation.
House Bill 1613 now advances to the state Senate for consideration.
