WHAT: Rep. Todd Stephens (R-Montgomery) will be joined by representatives from the Pennsylvania SPCA and the Humane Society of the United States to discuss the state’s new comprehensive anti-cruelty law, also known as Libre’s Law, including tethering language to protect the well-being of tethered/chained dogs.
